The Ministry of Industry and Trade has developed the draft bill which was signed by the Prime Minister of Russia Michail Mishustin on the 30th of March. The document liberates responsibility for parallel imports, which has been illegal before. Parallel import is an import of goods purchased not from an official dealer of a manufacturer.
The list of “legalized” consumer goods parallel imports will include essentials necessary to saturate the Russian market, including raw materials and components. Such a list will be determined by inquiries from federal executive authorities. The Federal Antimonopoly Service believes that parallel imports should be allowed for almost all categories of goods.
